According to the law, all means of transport, goods and articles entering and leaving the country are required to go through customs declaration procedures. The specific scope of customs declaration is as follows:
(1) Means of transport entering or leaving the country
Inbound and outbound means of transport refer to all kinds of domestic or overseas ships, vehicles, aircraft and pack animals used to carry people, goods and articles into and out of the country and operate internationally.
(2) Goods entering and leaving the country
Inbound and outbound goods refer to general import and export goods, bonded goods, temporary import and export goods, specific duty-exempt goods, transit, transshipment and general and other import and export goods.
(3) Items entering and leaving the country
Inbound and outbound items refer to baggage items, postal items and other items entering and leaving the country. Items entering or leaving the country by means of carrying, consignment, etc. of persons entering or leaving the country are baggage items; Items entering and exiting the country by post are postal items; Other items mainly include official articles and articles for personal use of foreign institutions or personnel enjoying diplomatic privileges and immunities.
